Greetings! My name is Leonard Tengco, and I am an attorney in private practice and member of the Virginia Beach School Board.


Leonard C. Tengco is an attorney whose practice includes civil litigation and real estate law, with emphasis in financial services litigation, residential and commercial real estate, foreclosure, closings, title resolution, landlord and tenant law, creditor's rights, mechanic's liens, easement disputes, residential and commercial leasing, land use and zoning, property disputes, and community associations. Leonard has represented major lenders, mortgage investors, servicers, agents, and trustees in actions throughout Virginia. Leonard's extensive courtroom advocacy experience includes service as as a prosecuting attorney, assistant appellate defender, and law clerk for the Third Judicial Circuit Court of Virginia. In addition, Leonard is one of less than 40 legal professionals designated by the U.S. Green Building Council as a Leadership in Energy and Environmental Design Accredited Professional (LEED AP). A product of K-12 Virginia Beach City Public Schools, Leonard was awarded a college debate scholarship before graduating from Tallwood High School in 2000. In 2004, Leonard graduated from James Madison University, earning degrees in economics and political science. In 2007, Leonard earned his law degree from Michigan State University College of Law, where he was elected to serve as Vice President of the National Asian Pacific American Law Student Association. More recently, Leonard was selected for class membership to the Sorensen Institute for Political Leadership at the University of Virginia's flagship Political Leaders Program in 2011 and Candidate Training Program in 2012. On November 6, 2012, Leonard was elected to serve as a member of the School Board of the City of Virginia Beach, Virginia, with 55% of the city-wide vote. He was sworn into office on December 18, 2012, and his four-year term began January 1, 2013.
